I can still see the "TouchChip Fingerprint Coprocessor WBF advanced mode " device, if I show hidden devices, but what is actually connected to the keyboards USB hub is the Unknown Device, with a Device status of "Windows has stopped this device because it has reported problems.
After installing Password Vault though, the device stopped reverting to unknown and I was able to register fingerprints. Hope this is at least somewhat helpful Thanks Christian, the Password vault did keyboxrd for me.
